Mother-Son Duo Plead Not Guilty to Alleged Disability Placard Scam

A mother and son who were arrested for allegedly filing false applications for disabled person placards pleaded not guilty in San Francisco Superior Court this afternoon.

Guobin Qin, 29, and Qiayun Chen, 50, both San Francisco residents, were charged with forgery, perjury, commercial burglary and falsifying documents for allegedly obtaining a placard by using fake doctors’ signatures and diagnoses on their applications, according to prosecutors.

Chen and Qin are suspected of naming a doctor who they claimed was treating them for lung disease. When investigators connected with the doctor there was no record of any illness for the pair, according to the district attorney’s office.

A third person, Yessi Morales, who was arrested on the same charges except for forgery, pleaded not guilty to the charges on July 3.

In that separate case, Morales allegedly submitted seven false applications over four years, prosecutors said.

Two doctors listed on her applications claimed to have never treated her, according to prosecutors.

She is out on $60,000 bail.

The mother and son remain out on $30,000 bail each, according to Bastian.

Bastian said “these defendants taking away parking spots designated for the disabled is disgraceful.”

A disabled parking placard is for people with physical disabilities.

Those with the placard are also allowed to park by a blue curb and any metered parking spot for free and without time constraints.
