Not sure if this is still the case, but it used to be that the patrol officers' last shift ended around 10pm, and after that point it was pure anarchy.

Twaaaat? The last time I was at Ocean Beach, the park rangers came around to check for booze and whatnot around 10pm. They also offered up some useful advice: anyone parked in the Ocean Beach parking lot after 10pm would be ticketed.

I drive down the Great Highway almost daily and late at night, I see Federal Police out in the parking lots long past dark. Pretty much every Friday in high school was spent dodging park police at Baker Beach or OB, or being chased by MPs in the Presidio.
The other big no-no is smoking herb on the beach. I have seen at least three teenagers get arrested for that. The key to remember is that Ocean Beach is under federal jurisdiction, so don't expect any leniency that a local SFPD officer would show.

I've been forced of the beach due to booze after 10pm. But that was a few years ago and we certainly didn't get a ticket, though they may have taken a bottle.

Except for a few days per year, OB is foggy, windy, overcast, and cold, where you can't even wade in the water. The closest human neighbors are across a four lane highway. So the feds waste tax dollars busting people who party under the most miserable conditions. Pathetic.
