The SFMTA website actually has more info than that now:
"Segment eliminated/service hours reduced/stops removed
The segment of the 21 Hayes between 6th Avenue and Stanyan Street will be eliminated. The last bus to Downtown will depart at 11:50 p.m. and the last bus from Downtown will depart at 12:30 a.m. Stops removed at Hayes & Ashbury and Hayes & Cole."
So it looks like they've already pulled up all the stops they're going to:

This is one of the shortest lines on Muni that just got shorter. During commute hours, this bus is often filled to the brim east of Divisidero, and oftentimes the inbound driver would pass frustrated commuters waiting to board. Shortening the route and eliminating some stops isn't the answer. Adding more buses is the only solution, but where's the new 12/5 systemwide schedule? Will buses even run on a schedule?

A follow-up question! Where is the new western terminal for the 21? That is, if you want to catch the 21 and you live near the western end of the route, where should you go to hop on an idling bus that's about to start its next run?
As Muni points out, the 5 route is practically identical. I don't know why they don't just eliminate the 5 altogether and extend both the 31 and 21 from Ocean Beach to Transbay Terminal.
