Federal Agency Fail.
FCC = Federal Communications Commission
FTC = Federal Trade Commission
The FCC is getting better, Obama gave them a good director. The FTC has pretty much always been on the side of the consumer.

It's illegal to use an auto-dialer on a cell phone. You can file a complaint against folks who do so here: https://esupport.fcc.gov/form1088/consumer.do
