  24th st. between Capp and Hampshire is by far the worst. It's a very busy sidewalk & people are constantly tripping over the edges of the concrete that in some cases is 3 inches high. Neighbors have been spray painting the edges with dayglo paint but it still catches a few people every day. It's been that way for over 5 years....

  The thought process behind the rule is somewhat understandable: everyone produces some garbage, and if you let people avoid paying for service they would be tempted to illegally dump, use city bins, annoy their neighbors, etc. You can get two 32 gallon bins and then ditch one of them, if it's more convenient, though it won't save you any money....
