That's a wonderful article, and it's nice to see your byline again. I particularly loved your Leland Stanford railroad baron analogy which is completely apropos.
As for Chris Vein, I don't feel for the man at all. Having watched him in action over the years, I can't decide if he's incompetent or just mendacious. In any case, he's a disasterous head of Technology. Your quote is a perfect example: "What I've been tasked to do is try to figure out how to make that work in a different way, in a more efficient way, and I just, I haven't been able to figure it out yet," Vein lamented afterwards. And people wonder why government tech is so screwed up.
