Why does BART's spokesperson insist on talking to the mature voting public like we're in second grade? I think most people know the difference between a no-pants ride in boxers and a ride while wearing a thong.

it's hard to tell in writing, but most likely Johnson was attempting to be a bit ironic about a silly situation.

yeah... that seems like a very srs bznz comment for Linton who normally seems to "get" stuff like this. This isn't the first pantsless BART he's been around to witness, he knows how it works. Perhaps it was meant more as a warning for the legendary One Idiot Who Has To Go A Step Further And Ruin Everything that such events inevitably attract?

Since BART authorities generally don't overreact to harmless fun, I'm guessing Johnson is being quoted out of context for the sake of a better headline.
The writer should have checked their facts.
A quick net search reveals all you ever wanted to know about California indecent exposure laws, and why walking around in underwear generally does not qualify:
